Telecommunications Regulatory Sandbox Rules, 2026 Notified
By Rakesh Kushwaha, Lead Tech & Exam Analyst
The Government of India has notified the Telecommunications (Regulatory Sandbox) Rules, 2026, establishing a framework for testing innovative telecommunications products, services and technologies under controlled conditions. The rules aim to encourage innovation while protecting test users and maintaining regulatory oversight.
Why Is It in News?
The Ministry of Communications, through the Department of Telecommunications (DoT), notified the Telecommunications (Regulatory Sandbox) Rules, 2026, on 21 October 2026 through Gazette notification G.S.R. 905(E). The rules establish a formal mechanism for time-limited trials of new telecommunications technologies and services.
About
A regulatory sandbox is a controlled environment in which eligible organisations can test new products, services, processes or business models under specified conditions before wider commercial deployment.
The rules were framed under Section 56 of the Telecommunications Act, 2023. They replace the earlier draft Telecommunications (Regulatory Sandbox) Rules, 2024, after public objections and suggestions were considered.
Key provisions include:
- Eligible applicants: Authorised entities, eligible companies, societies, partnership firms, statutory bodies, Indian nationals and qualifying research institutions.
- Application fee: A non-refundable processing fee of ₹10,000.
- Testing period: A sandbox may operate for up to 24 months.
- Extension: The government may grant extensions of up to 12 months at a time, subject to the rules.
- Regulatory flexibility: Specific exemptions from applicable provisions may be permitted under prescribed conditions.
- User protection: Test users must provide prior consent and cannot be charged for participating in the trial.
- Data protection: Applicants must comply with applicable data-protection and security requirements.
- Commercial restrictions: The tested product or service cannot be commercially available during the sandbox trial.
- Government oversight: Authorities can monitor trials and may allow continuation, order closure or permit steps towards commercial deployment, subject to applicable laws.
The framework is intended to help India test emerging telecom technologies while managing risks to users, networks and public interest. It can support innovation in areas such as next-generation communications, network solutions and other emerging telecom services.
